Chapter I. General Provisions
Article 1 .- General Considerations
The Council of Sports of the Municipality of Torrevieja available to any person or entity, the ability to access the various sports facilities dependent on municipal property or to join in activities conducted by it, for free activities, sports training, competitions or any other form of practice and / or socio-cultural or sporting event.
To best achieve these aims, the Council of Sports of the Municipality of Torrevieja has developed a set of standards that will, firstly, to guarantee the rights of users of municipal sports facilities and other obligations necessary to set or duties of these staff, with other users or with your own sports equipment.
Article 2 .- Municipal Sports Facilities
Municipal sports facilities are all buildings, premises or outdoor enclosures, equipped to develop the sport, and whose management has entrusted the Council of Sports of the Municipality of Torrevieja.
Article 3 .- Members
1 .- For the purposes of this legislation is understood by users of municipal sports facilities to those persons or entities that use them, by participating in programs promoted and managed by the Council of Sports or by participating in the rental or sale of such spaces sports.
2 .- When the user of the facility is a minor, will be responsible for the consequences of their actions, their parents or legal guardians.
3 .- Although the user is exempt from paying the fee for the use of the activity or service provided must comply with this regulation.
Chapter II. General Rights and Obligations of Users
Article 4 .- Users' Rights
1 .- Be treated with politeness and friendliness of all staff serving in the Council of Sports and its facilities.
2 .- Enjoy, according to usage rules set and the current tariffs of all services provided by the Council of Sports and its facilities.
3 .- To make use of facilities in the days and times identified in the program or hired car, although the Council of Sports for programming needs or force majeure, may cancel or vary the conditions, always communicating that fact to the users involved early enough.
4 .- Make use of services and complementary spaces such as changing rooms, toilets, etc. .. as provided in this Regulation or the internal use of each of the facilities.
5 .- Finding the facilities, furniture and sports equipment in perfect condition.
6 .- To submit complaints, suggestions or complaints they deem appropriate for writing on the sheets available in the Conciergerie of the premises or at the very headquarters of the Councilor.
7 .- Make use of the services and spaces for sports physicians in the days and times indicated ... etc
Article 5 .- Obligations of Users
1 .- Using the facilities, equipment and furniture properly and avoid possible damage or damage to facilities or health and rights of others.
2 .- Save the due respect to other users and staff of the facilities and care at all times directed the staff of Sport, whose mandate is to monitor all activity undertaken on the premises and its dependencies.
3 .- Access to the facility to perform the activity with full sportswear, noting especially the need for appropriate footwear for each pavement. This rule also applies to the activities to perform on tracks and outdoor facilities.

6 .- To comply with the timetables set out in the sport units rentals.
7 .- Leaving the premises once the activity in which it participates or is enrolled. Access will be allowed into the locker room 15 minutes before the time recorded as the beginning of the activity in the corresponding receipt (except for the pool which will be 10 minutes before). Departure is at most 25 minutes after the end of their schedule.
8 .- Do not smoke in the sports facilities.
9 .- Do not leave items outside the ticket office of the locker room and take the clothing, towels, etc ... the individual cabins, showers or any other area of the locker room. You can only have occupied the box office during the conduct of the activity. The Department of Sports is not responsible for items lost in the facility. There is a lost property department in the Conciergerie of the installation. Any object that is placed in it, will have a maximum of 10 days. After this period, the Council of Sports will not be responsible for them.
10 .- The Department of Sports will not be liable to you in case of accidents or damage arising from failure of this, of these Rules; negligent behavior of another user or misuse of facilities, equipment and services.
Chapter III. Access to the Facility Use
Article 6 .- General Rules Reservation and Use of Facilities
1 .- The request and payment of any drive sports car will be made by individuals themselves, as indicated by the Department of Sports, on schedule.
2 .- The term opening each season will be issued in time by whatever means it deems appropriate to the Council of Sports for general information. In any case, these deadlines always be presented in the bulletin boards of each facility.
3 .- The change of schedule or sports units will be requested at least two working days before the date requested and may be accepted provided that the new schedule and installation is available.
4 .- In case you can not use an outdoor installation by inclement weather, they may request a new use without charge, within two working days and can be made whenever there is installation and time available for that purpose . Failure to apply this change at the set time, you shall fall within their rights.
5 .- In the case above, as well as unexpected repairs in the sport units, the Council of Sports will try, as far as possible, offer another sport unit with similar characteristics. If this is not possible, and the period of closure is greater than 15 days, the user is entitled to claim back the corresponding public price.
6 .- It is for the user organization to request and obtain from the competent authorities mandatory authorizations payable and also hold the mandatory accident insurance for such recreational activities, pursuant to the provisions of Law 4 / 2003 of 26 February, the Generalitat, Public Entertainment, recreation and public facilities.
7 .- Access for visitors and guests will be determined by the characteristics of the activity and installation.
Article 7 .- General Rules Reservation and Use of Fertilizers Using Seasonal Facilities
1 .- This system shall be eligible to hire those teams participating in official competitions.
2 .- The clubs or teams wishing to use a unit in a regular sports training facilities shall complete within the deadline set by the Department of Sports, the corresponding application in the given installation.
3 .- The clubs or teams wishing to use the facilities to hold party / s of their respective competitions, once authorized, shall deliver to the Department of Deortes the official competition schedule duly issued and stamped by the entity that is appropriate and which shall include the same data. (Address, telephone and name of the person who issued), in order to schedule the times and days of meetings, with respect to other clubs.
4 .- For purposes of such use shall be construed as priorities the following:
The institution, club or team is resident in Torrevieja.
Applicants teams fight over his meetings at the facility.
They have been granted the request to use for training.
Participate in official competitions Federated.
In addition to these requirements will be assessed:
• Higher on Lower Divisions
• Categories
• Level of Competition.
5 .- The equipment permanently or consult their monthly competition matches (Saturday and Sunday). The payment of the official competition matches will advance in monthly installments, the payment period ending the last business day of each month. (except Saturdays and holidays). In case of default, forfeit their rights and the schedule will be made available to interested users.
6 .- The official length of matches is estimated at two hours, in order not to hinder or delay to other computers using the same facilities. If needed more time, shall be for a full hour increments.
Article 8 .- Spot Rentals General Standards and use of facilities and sport units
1 .- All those units whose characteristics sports, the Municipal Council of Sports rented to individuals on the hours that are free of workouts, classes and competitions, making payment may be used for public price.
2 .- Those who wish to rent the units fixed sporting character, must contact the Concierge at the facility. Payment will be made in monthly advance, ending the period, the last business day of each month. (except Saturdays and holidays) End this time, the hours of use will be available for another applicant.
Article 9 .- General Standards for Use of Municipal Pools
1 .- It may use the pools, those affected by infectious-contagious disease, open wounds, etc. .. If the facility personnel have reasonable grounds for believing that any user has an infection of this type may require the submission of a written medical authorization for access to the pool.
2 .- It is obligatory to use swim cap, bathing suit and swimming shoes (without buckle). We recommend a one-piece swimsuit for women and prevent type bermuda swimwear for men. It is advisable to use swimming goggles.
3 .- It is not allowed to enter the water with objects that can be detached from the movement or cause harm to other road users, such as hairpins, rings, bracelets, watches, chains, etc ...
4 .- Relatives or carers of users are prohibited from entering the dressing room area and swimming beach, except in the case of children under five years, which may be accompanied by an adult in the locker room. In no case may the relatives or companions enter the beach from the pool.
5 .- It is obligatory to shower before diving into the pool water. This involves the removal of sunscreens and makeup products. To this end, use soap when necessary. (in the showers of the locker room).
6 .- It must be run through the wetlands, and beaches around the pool, changing rooms or showers, under any circumstances, or actions or games that involve a risk of injury or discomfort to other users originate.
7 .- No food or beverage containers and take to the pool and locker rooms, and bathing chewing gum. Glass containers and cans, even of healthcare, are strictly forbidden.
8 .- Users will at all times directed to them by the facility staff, particularly those relating to security, that tell rescuers.
9 .- The activities in the pool are subject to changes as far as possible, users will be notified well in advance.
Article 10 .- Specific Information Sporting Facilities
1 .- There will be at each facility, a specific information we collect: the opening hours of the same, the public attention, and any other information of interest to users, as determined by the characteristics, types of units sporting activities , location, etc ... of each facility.
2 .- information will be posted at the beginning of the season at the bulletin boards of each sports facility.
Chapter IV. General Regulations of the Sports Activity User Led by the Council of Sports
Article 11 .- General Rules Reservation and Use of Facilities
This article and develop the following rules of thumb for enrollment in physical activities directed by the very Council of Sports, both stable (Fitness, Aerobics, swimming ...) and the seasonal (Sports Schools, courses, etc ... ) and the general conditions for them, whose general catalog is contained in annex No. 1.
1 .- All users must submit the registration form completed and signed at the beginning of the season. In the case of minors, be signed by the parent or guardian / a.
2 .- Users will hold an insurance specifically covering sporting accidents, must provide this documentation of the request of the Council of Sports.
3 .- If the user has some type of disease or pathology, it is mandatory to submit a medical fitness report for the year. Similarly, if during the season suffers an illness or injury that may impact on the sport, you should notify the Sports Medicine Center attached to the Municipal Council of Sports.
4 .- All people over 55 years, and those that the Council of Sports deems appropriate, when requesting admission to any activity, should be submitted together with the Application Form, Medical Questionnaire - Deportivo as provided by the Councilor of Sports, duly completed and signed by your doctor, or failing that current medical certificate, stating that you can perform selected physical activity. If the questionnaire or report is not complete, or after its assessment, the head of the Center for Sports Medicine Council of Sports decides that the user is not qualified to perform the requested activity, the user may be discharged in the same.
5 .- In case of mental or physical handicap of the user, will require a report with the permission of your doctor, prior to the completion of any activity.
Article 12 .- Accident Insurance
1 .- When you enter in any activity of the Municipal Council of Sports, implies not have a Sports Injury Insurance. Will the user who has to bear the medical expenses in case of injury or sports accident.
2 .- The Department of Sports City may negotiate with private medical companies Sports accident insurance coverage for users of free choice, for economic conditions and benefits more favorable to them.
Article 13 .- Renewal of Parking
Registered users of any of the activities offered by the Municipal Council of Sports may, once it ends, to renew their registration in the activity for next season, in the time limit, to that purpose and will be announced by part of the Council of Sports in time.
Article 14 .- New registrations
1 .- The places that are free once users renewed last season, will be made available to anyone interested.
2 .- The procedure will be opening an application deadline. If the positions offered are less than the demand from users, be awarded them by public lottery, in the places and dates indicated in time by the Council of Sports.
Article 15 .- Registration at New Creation Activities
1 .- When the Council of Sports offers a new activity, the means of access thereto, shall be for the application procedure and in case of higher demand for the award by public drawing at the place and time that are brought to such Finally, with the knowledge necessary to advance stakeholders.
Article 16 .- Registration For New Season
1 .- Once the season started, if there were vacancies at the end of the four-month renewal period, they shall be awarded on a first-come basis. Each facility will be exposed to public places that are free, and the / the day / s of registration.
Article 17 .- Period of Activities Taught
1 .- The lessons / activities will start season, with exceptions, during the second half of September, ending the last business day of May next year.
2 .- The activities and summer schools are generally taught during the months of June, July, August and September.
3 .- They are considered non-working days of classes and not recoverable, the period from December 24 each year and on 5 January next (Christmas Holidays) and two weeks for Easter and the week after.
Article 18 .- Activities Sessions
1 .- In general the activity is conducted in two ways:
• 3 sessions per week.
• 2 sessions per week.
Article 19. Duration of Class / Session
1 .- The duration of a class / session as a general rule is 45 minutes and can vary depending on the particularities of each specific activity.
Article 20 .- Number of Users per Group or Class
1 .- The maximum number of entrants per group and time will be set depending on the characteristics of each installation and the technical characteristics of each specific activity, requiring a minimum occupancy of 50% of the seats offered to the group settings.
2 .- In case of groups already configured, it will remain the same criteria (percentage of 50%), for its continuity.
Article 21. Time & Day Shifts
1 .- To request a change of time or day of activity, you should complete the form for that purpose will be delivered in the same facility. Having delivered this document, the change shall be granted as space is available.
Article 22 .- Low Activities of the Council of Sports
1 .- will be discharged from users in sport, for the following reasons:
a) FOR FAILURE TO PAY FEE FOR on time.
b) NO SICK: Reservations accepted only place for sick leave (with medical certificate) for a maximum of ONE MONTH.
c) FOR THE BUSINESS truancy: the truancy to the activity for a month, in excess of 4 days, will be cause for automatic removal, without preference to return to it.
d) Repeated failure: repeated failures to classes, although justified, more than 50% during a period of two months.
e) BY MEDICAL PRESCRIPTION: They may be discharged from users who because of health problems, is contraindicated conducting physical activity is performed in different wards and pilot schools.
f) for exceeding the maximum age set for each activity. They will be killed in the activity, users who exceed the age limit set for it.
g) TO OVERCOME THE COURSE OBJECTIVES: In the introductory courses and learning, will be written off those users or as exceeding, in the opinion of the technicians / teachers, the objectives set for them.
h) to FALSE INFORMATION ON THE STATUS OF HEALTH, though this might involve some kind of physical danger to the user.
2 .- The user status can be restored when the cause is remedied, which caused the low (except paragraphs f and g), taking the user to benefit from the general rules for access.
Article 23 .- unforeseen absence of the teacher
1 .- With the possible failure of the teacher unforeseen reasons, users of physical activities in wards, may use the Chamber concerned and equipment necessary to develop some of the sessions - types, for that purpose shall be provided and deposited in the Conciergerie of the installation.
Article 24 .- Specific Information Programs Activities
1 .- The specific conditions governing each activity or group of them, users are informed early in the season or activity, if any.

Chapter V. Loss of User Status
Article 25 .- Grounds
The breach of obligations deriving from the status of user, may cause the loss of that status in accordance with the provisions of this Regulation.
These are classified as minor breaches and serious, as detailed in the following articles.
Article 26 .- Slight Infringements
1 .- It is considered mild, breach of certain obligations of the users when their result does not give rise to serious qualification.
2 .- The wrong treatment to any user, personal, technical, etc ...
3 .- Causing minor damage to the facility voluntarily, material or equipment thereof.
Article 27 .- Serious Failures
1 .- The repeated breach of certain obligations of the users.
2 .- The mistreatment of word or deed to other users, visitors, teachers, technicians, judges or employees of the facility.
3 .- Causing serious damage to the facility voluntarily, material or equipment thereof.
4 .- Origination by carelessness or negligence accident himself or others.
5 .- The intentional misrepresentation of information concerning the identity, age, health status, etc ..., and phishing.
6 .- Repeated violations resolved as mild.
Article 28 .- Consequences
1 .- The light violations are corrected to a written warning or the loss of user status for a period of 5 to 30 days.
2 .- The serious failings are corrected to the loss of user status for a period between 30 days and 5 years if the severity of the so requires.
Article 29 .- Procedures
1 .- The Director of the Council of Sports is the person responsible for handling the procedure.
2 .- The proposals will be communicated in writing to the parties concerned giving them ten working days of hearing to enable them to make arguments and present the documents and information deemed pertinent.
3 .- Once the deadline for hearing and considering the arguments presented by the user, the Director of the Council of Sports will inform the President of the same, as the competent body to resolve as appropriate. Once you resolve the Chairman, shall notify the affected, within which administrative law confers.
4 .- Against the resolutions adopted, appeals may be deemed appropriate, in accordance with the provisions of the Administrative Procedure Act.
5 .- However, in the event that the user is known to act contrary to these rules, the facility personnel are authorized to require the abandonment of it, or require the presence of security forces, if gravity the case so requires, without prejudice to subsequent actions applicable to the case.
Additional Provision
Shall be binding all rules the Generalitat Valenciana on use and operation of sports facilities in the municipalities, as well as those to be issued in the future.
Final Rule
This Regulation shall enter into force upon completion of legal formalities of approval and publication, and a copy of it will be exhibited at all the sports facilities for general information.
